About Cheryl
Cheryl was elected to the County Commissioner’s Court in 2010. Cheryl has been instrumental in holding the line on the county budget, reducing the tax rate over 24% since her first budget, and creating a transparent and accessible county government. Cheryl is a strong proponent of planning for the rapid growth Collin County is experiencing. She serves as the alternate member representing the county on the Regional Transportation Commission. Cheryl has successfully advocated for more planning and funding for critical infrastructure.
Cheryl has been instrumental in holding the line on the county budget and reducing the tax rate, creating a transparent and accessible county government, and along with the Mayors and City Councils in her Precinct, bringing new economic development to the area, while maintaining the quality of life that makes Collin County such a special place.
Plano City Council
Prior to serving on Commissioner’s Court, Cheryl was elected three times to the Plano City Council and was elected by her colleagues to serve as Mayor Pro Tem. She served during a period of dynamic growth in Plano, which included significant new infrastructure investment, corporate relocations, residential and commercial development, as well as implementation of a growth and revitalization program for east Plano. Her Mayoral appointments included:
- City Council Representative to the Plano Economic Development Board
- East Plano Development Task Force
- Liaison to the Planning and Zoning Commission and the Heritage Commission
Business Experience
Cheryl was born into an entrepreneurial family and was raised amidst the hard work and dedication it took for her parents to own and operate several small businesses. Following in their footsteps Cheryl began a Financial Consulting business that was dedicated to providing specialized services to travel agencies that included auditing, acquisition analysis, training and personnel recommendations. She also worked for several years with her husband Don operating three retail insurance agencies as well as a Managing General Agency. Cheryl also owned Williams Consulting Group, a small business dedicated to the representation of landowners, developers, individuals and businesses in matters of rezoning, platting, property subdividing, due diligence zoning analysis of properties and mediation of disputes surrounding new development.
Community Service
Cheryl has always been active in her community and was a regular attendee at City Council long before she became a candidate for any office. Issues that have always been important to her are neighborhood revitalization and improvement, the creation of a positive learning environment in the schools, and an excellent quality of life across the entire community. She was elected to the Southwood Estates HOA by her neighbors, asked to facilitate communications with the City of Plano and implement strategies to improve neighborhood safety, appearance and quality of life. She served on the PTA of the schools her children attended and was a member of the Plano East Senior High, School-Based Improvement Committee. Cheryl served two terms on the Plano Community Relations Committee before stepping down to run for City Council.

Education
After graduating from Buena High School in Sierra Vista, Arizona, Cheryl attended Southern Methodist University in Dallas, where she earned a B.B.A in Finance and Economics.
Family
Cheryl is surrounded and supported by her family, all of whom live in the Dallas area. She and her husband, Don, live in the Sherrill Park neighborhood in Richardson. Cheryl and Don have two sons and two grandchildren.
